READ ONLY web files

I tried to ftp my website to my computer, tried to open
the pages in Frontpage 2003 and also had my webdesigner
zip the site and send it over to me via email. In all
cases, the files are read only and I CANNOT get them to
change. I've used Internet Explorer and MY Computer to
change the file attributes, but when I click apply, then
okay, then I go back to check, the read only button is
highlighted again.
All I want to do, is be able to open and manipulate the
text of my website in Frontpage.
Please help.

I may have the same problem. If your utility will this problem could you
please send it to me also. Here is the message I posted earlier:
A web I have maintained for years (now using FP2002) has become read only on
all computers except one.
On the server (MS Server 2000) where the web exists I can edit the pages via
notepad, but on mine and almost all others it is read only.
This may be coincidence but at ABOUT (not really sure) the time it went read
only a new employee installed Dreamweaver and made a couple of changes to
the web. His is the only computer that now has write access (besides the
server) to the web.
I have looked at all the permissions on the IIS server that I can think of.
Does anyone have any ideas?

It said 2674 Files. 2607 Errors.

On the server I have full access to all files/folders except the web folder.
I don't know what to change to give me authority.

I created a new web on the same share on the server and I can access it OK.

I have tried to un-set the read only flags, but on my computer it looks like
the read only bit is not on for the file, but is on for the web folder
itself.
If I try to change a file in notepad I get the error:
'Can not open file for creating <filename>'

under vi
'Can't open file for writing'
Under XP when I try to change the web folder to NO readonly (and choose
apply to all sub folders)
"Access denied"

It should change the attribute for the folder too, if you pointed it at the
folder and told it to include subdirectories.

Make sure that:
1. There are no other applications that have the web open.
2. You might need to be logged on as an administrator.

Also, this is meant to be used on your local copy, which you then publish.
