Reassigning a Task

Using MS Project SP1

When a Project Web Access (PWA) user tries to reassign a task, there
is only a limited choice of resources to assign. Our thought process
is that when reassigning a task, it should show all available people
on the project, but it appears to only be showing those individuals
with time still available to complete the task.

Any idea as to what is going on and how to correct this? When a PWA
user reassigns a task, we would like for all project resources to be
available.
