recurrance of tasks is greyed out

When I try and set up a task recurrance, the button for recurrance is greyed
out. Even if I save the task and open it again, it stays greyed out. I
remember when I first installed Outlook I was able to do this, but somewhere
along the way it suddenly became unavailable, I am not sure exactly when. I
am able to use this feature in Calendar with no issues.

I have Outlook 2003 with Business Contact Manager installed.

Anyone have any ideas?
