Resource leveling - Fix units for a task instead of resource

I have a resource which has 2 tasks that has an overlapping work period. The
period of time when the 2 tasks overlap would be a 200% unit for the
resource.



Is it possible for me to assign a specific kind of task to only require 10%
of the resource's time and have MS Project deal with leveling the other task
to 90% (for the period of overlap)?



Effectively, I would see the completion time of both tasks to be later than
expected, since it has to be done by the same person and the start time is
fixed.

No, Sorry.
Leveling does not, never, modify assignment units.
Leveling handles overallocation by postponing the least prioritary task.
In fact, that is a better solution than yours, because when you assign the
resource 100% to both taks, then level, at least ONE of the tasks finishes
when it was originally planned, and the combination of the two tasks does
not end later than when you split the resource.
