Resource Managers

I have setup our server, so that only 1 resource manager will accept task
updates for all of our projects. My problem is that when Project Managers
update their plan for some reason the become the owners of the resource that
they modified. I checked with the PMs and no one is checking the become
manager option when re-publishing assignments.

How do I keep PMs from becoming the resource manager when they update their
plans??????
