Resource Usage - Grouping

One of the items on the Project menu, in Resource Usage view is Group By.
One of the criteria you can use to group by is Complete or Incomplete
Resources.
Can anyone please explain what a complete or incompete resource is. I have
tried this and can not determing the result because I dont understand the
terms/

Complete and incomplete resource groups resources by the % of their assigned
work they have completed

For each value there will be a group ... e.g. there could be resources who
have not completed any work 0%, those who have completed all of thier
assigned work 100% and groups for any value inbetween

Probably not the best label for the grouping :)
