Is it possible to download, save & open a template from microsoft.com to
Publisher 2000 if the requirements for the download states "Publisher 2002 or
more"? I was able to download and save it to my desktop, but unable to open
it. Can anybody help?

It seems that you have answered your own question. In case
you have missed, the answer is NO.

No, of course not! The file was created in 2002, therefore only 2002 (or
2003) may be used to open it. You could have someone save it as a 2000 file
but it would be pointless as you would not see the file as the creator
intended, because you would lose 2002-specific formatting.
