Save As/ Open Default

Is there a way to change the default folder for "Open"
and "Save As"? I know in the rest of MS Office it's under
tools/options and either file locations or Save. When I go
to a mail and hit tools/options the file locations tab is
greyed out. I can't think of anywhere else to look.
