SaveAllMIMENotJustHeaders Not Working for All Folders

I'm using Outlook 2003 with the SaveAllMIMENotJustHeaders parameter set to
'1'. With this in place, I used to be able to see the full message source
upon clicking View/Options for messages that arrived in my Inbox (IMAP).
However, all my recently received messages in my Inbox do not display the
full message souce when I click View/Options.

However, if I copy that message to a differenct folder located beneath the
Inbox folder, I can use View/Options to see the full message source.
Furthermore, when I copy that message back to the Inbox, the full message
source can still be viewed.

What did I do to keep this from working in my Inbox and how can I restore
that functionality?
