saving as tiff file

Does anyone know how I can save or convert a publisher
file to a tiff file so I can send it to someone who wants
to get it printed?

There is no way to save a Publisher file to a TIFF file at a satisfactory
resolution.

Use PDF, Postscript or EPS
To make a Postscript file or an EPS you can download the Generic Postscript
Printer Driver from the Adobe website:
www.adobe.com
EPS is only a single page format, so if your document is double sided/two or
more pages, you will have to make an EPS for each page.
