Send and Receive has vanished

I have "lost" the send and receive function off of the
Tools menu. It was there one day, then next gone. I
can't get my e-mail without.

I have tried:

Inbox repair
Office repair
Reinstalling office

I have not tried:
Uninstalling office then reinstall.

Any ideas
