Send / Receive not Automatic in Outlook XP

I am using the new Outlook xp, and when I logon to my exchange server, I
don't automatically get my email (until I perform a send / receive). Is
there a feature I can turn on or off to get the email automatically?

Try - Outlook/Options/General tab and click the middle box - send messages
at startup.
