Sending Email with SMTP server

I use outlook as my mail application for two separate
accounts, one for work and one for personal contacts.
When I am at home and on my Comcast internet connection I
can send and receive emails for both accounts just fine.
However when I am at work I can only receive and I can't
send from my personal email account. It is a POP3/SMTP
server provided through Comcast. The funny thing is
everything works just fine in Outlook Express for the
same account, however not in regular Outlook with the
exact same settings. Does anyone know of any possible
solutions so that I can send and receive emails from both
accounts whether I am at work or home?
