Sending Outlook 2003 email

Whenever I compose an email starting from Internet Explorer or Microsoft Word and click send, the email stays in Outlook 2003's outbox until I run Outlook, before it is actually sent. Is this normal behavior?

Yes, this is normal since Outlook cannot send mail unless it is open &
running.
