Setup Outlook msg?: I've read your msg need time to respond

In Mircrosoft Outlook, Is there a message similiar to "I've read your message
but need time to respond" that I can select in response to an email I've
received?

No

You could I guess create a signature, featuring your response, then use that
signature in any 'empty' reply.
But then why bother? email is not an instant communication media & your only
using bandwith / resources on a meaningless msg
