shouldn't office 2000 come with Publisher?

I thought office 2000 came with publisher, but its nowhere on the disk

I think Publisher might have came with some versions of Office, but I
don't know of any version of Pub that included Office.

I think you're thinking of Office XP.

Office 2000 had a plethora of versions containing Publisher.

SBE, Professional, and Premium were all available retail, and all contained
Publisher.
