First of all, Project is not Excel (obviously) so things (e.g. views)
that are readily available in Excel will not necessarily be available in
Project.
Second, funding isn't the same as cost but for this answer I will assume
you want to display the Cost field in yearly allocations. This can
readily be done with one of the Usage views (Resource or Task) but those
views do not have Gantt bars.
For the Gantt Chart View the best you can do is to set up a series of
spare fields (e.g. Cost1, Cost2, etc.) to hold the yearly data. The data
can be manually copied from the Task Usage view and pasted into the
designated fields in the Gantt Chart View - not convenient, but
nonetheless doable. A better approach would be to use a VBA macro to
automatically gather the yearly data and populate the spare fields, but
that does require knowledge of VBA or help from someone who does.
With regard to displaying the yearly data in the Gantt bar, I would
recommend against it. It may be possible but the Gantt graphic will be
so cluttered that you will wish the idea had died in its infancy (or
something like that).
