Storing User Information

Can anyone help me with the following:

I am trying to apply a change to all users in our email
system. However, I am not sure what file to write the
change to. Someone told me to write to the equivalent of
the Word.dot file only for Outlook. However, I dont know
which file this is. Can anyone point me in the write
direction?

What information are you trying to change? Be specific. Are you using
Exchange server? What versions of Outlook?
