stuck in another site's frames

I am having trouble with people getting stuck in my frames while viewing
other websites they linked to from mine. any help appreciated. frontpage 2000

Right click one of the links and select Hyperlink.
In the Hyperlink Dialog click the Target Frame button.
Make sure the Target Frame is set to New window.

Also switch to code view and make sure there is "Not" a basehref set in the head section of the page.
