Table cell formatting

I sometimes find that a new cell that I've just inserted is formatted such
that it appears to have unusable space top and bottom, or just top or just
bottom. This shows when the whole cell is highlighted and the black of the
highlighting does not extend into these no go areas.

How do I cure this and why does it happen?

I see the black of the highlighting as you describe, but the whole cell is
usable anyhow.

Whether it's top or bottom depends on the setting:
Table > Table properties > Cell > Vertical alignment

To get extra lines in a cell, just type a lot of text or use
<Shift>-<Enter>.

I have no trouble filling a cell. If you can't, try looking at the
paragraph properties of the text, or at one of these:
Table > Table properties > Cell > Options > Cell margins
Table > Table properties > Table > Options > Default cell margins

I have Word 2003.
