Task Delegation - Team Member List

A user of PS2003 receives two tasks from two different projects. She wants to
delegate one of the tasks to someone else within the organization. The list
she gets appears to be from the project she does not need a delegation from.
The key question is -- How is the list of potential delegates determined? How
can we widen the scope to the entire resource list or some part of it by
using RBS? Right now the list does not contain even the resources that are
part of the project she has selected to delete the task within. There does
not seem to be much written on this.
