Is it possible to create a template (that can be shared) that has
place holders for text, images, etc.? The template would also need to
not print the lines around the text boxes, or the placeholders for the
text/images.

Thanks for the link, unfortunately it doesn't answer my specific
question. What I have been asked to do is essential create a template
(similar to a label template in MS Word) where there are lines (or
boundary lines) visible during the creation of a document, however I
do not want the lines to print. Is this possible in Publisher? If
not, does anyone know of an application that allows this type of
functionality?

Boundary lines don't print in Publisher. You will see the outline of the text
boxes and picture frames. If you are unsure do a print preview. Save your
publication as a template.

Mary,
I'm new to Publisher and unaware of how to work with the boundary
lines. When I go to View --> Boundaries and Guides the blue Boundary
Line appears on the edge of the page. Is there a way to turn Auto
Shapes or Text Boxes into Boundary Lines? I appreciate any and all
feedback!
Thanks,
Neil

Not sure what you are asking. You can create grid lines by placing your cursor
on the ruler and dragging. You also can create boundaries by changing the margin
and creating set grid marks (Arrange, Layout guides).

Autoshapes and text boxes have visible boundary lines if you have Boundaries and
Guides enabled.
