The manager can not create resource account(0x8040017)

I'll get een Microsoft Project Server error when I publish
an plan with local resources.
Creating resources with MP is Deny. So no local resources
should be created. I asume that there wille be no error
but a message. Why do I get this Microsoft Project server
error. You can only ondu your action.
