Themes folder help please!

I have Front Page Office and it works very well at home and I have no
problems with it at all.

The one at work is driving me crazy!
When I apply a template (the ones that come with the program) the background
shows up, the theme colors are available, if I insert a horizontal line from
Insert it applies the theme line but no template folder appears anywhere.
I have no way to insert the graphics from the template.

The only folders in the new web are Private and Images.

Is something not clicked? I have uninstalled and reinstalled, I have done
everything I can think of except the right thing!
It is a Complete install.

Anybody able to help?
