I guess it kind of depends on what you mean by "graph". And how do you
define "scheduled complete"?
Project actually has three fields for tracking actual completion. There
is the normal % Complete field which is duration based and there is the
% Work Complete field which is effort based. There is also a separate
independent field called Physical % Complete which is based on neither
duration nor effort - it is simply a user based value.
In the world of Project Management, earned value is the classical set of
metrics used to used to measure how well a project is progressing with
respect to its baseline plan. Earned value of most often expressed in
terms of dollars and two of the most prominent parameters are, budgeted
cost of the work scheduled (BCWS) - where should we be at a particular
point in time, and budgeted cost of the work performed (BCWP) - where
are we at that point in time. In that regard Project can show scheduled
versus actual. However, Project does not have a "scheduled complete"
field as such although one could probably be created given an adequate
definition (i.e. duration based, effort based, or independent).
Project can display timescaled values and that by itself shows data with
respect to time, but as far a graphing these values, Project does not
have much flexibility for creating graphs. For graphing like I think you
want, Project data would have to be exported to another application,
such as Excel.
