Unable to merge user accounts

I appreciate the response. I have tried your suggestion
of merging the user account into the user account of
another enterprise resource, but I get the same message.
Again, any help would be appreciated.

Have you tried deleting that account and recreating it?
This would only work if no actual work has been recorded
to this resource.
