Unable to see PDFMaker on Publisher Toolbar

An earlier problem 'disabled' something, and now it doesn't come up when I
open Publisher and it does not appear on the toolbar (in the View command).
The same for Powerpoint, but is on Word. Can anyone help?

If you disabled something, it won't be on the toolbar, as it's been
disabled.

Help > About > Disabled Items is normally the place to look.
