Unable to send when XP Firewall turned on

Has anyone experiened problems sending email from Outlook when the built in
Firewall provided with XP Pro is turned on?

I've just recently activated the firewall since connecting to the internet
via Verizon DSL, and ever since my ability to send email has been
compromised.

The same email accounts don't appear to have a problem with sending from
Outlook Express, only Outlook 2002 (Office XP).
