Understanding overallocation and peak units

I am very new to Project and most of my development staff is using Linux. I
created a resource pool and from it have assigned resources to one project.

When I view Resource Usage, I am told that some of my resources are
overallocated. I look through all of the days on which the resources have
assignments and none are above 8h. So, I check out the Resource Graph. If
Peak Units is selected, then I have overallocation. If Work is selected,
then I do not have overallocation. In fact, the specific day and resource
I'm viewing doesn't have more than 4h assigned (over three different tasks).

I've set up all of the tasks within the project as Fixed Work and set
Assignment Units to 100% for all resources and all tasks.

What's the big deal here?

I see. Leveling minute by minute was required to "solve" the "problem."
