Update a Task once it's been assigned?

Once you assign a task to a user is it possible to update that task in your
Outlook so they can see the additional information that you typed? (This
particular Task list in not in Public Folders it is in my mailbox)

No. Once you assign the task and it's accepted you no longer own that task.

Would it make a difference if it was in the Public Folders?

No difference at all, and you can only assign tasks that live in your own
default Tasks folder.
