I'm thinking you must have an earlier retail version
of Office...I don't think OEM software would qualify
a user for the upgrade version.
Open the following link and scroll down to: Office
Publisher 2007...it will tell you the requirements
for the upgrade price.

John, I think you made one of your absolutely few mistakes when you stated
"...I don't think OEM software would qualify....". OEM versions of software
DO qualify for upgrade qualifier for any version of Office '07 or it's
components. Of course non-converted (purchased) trial versions do not
qualify.
From the site you quoted
"Microsoft Publisher 2000-2002; Microsoft Office Publisher 2003; Microsoft
Publisher Deluxe 2000-2002; Microsoft Office Publisher 2003 with Digital
Imaging; any 2000-2007 Microsoft Office suite; any Microsoft Office XP
suite."
It even appears that Office XP Student and Teacher would be a qualifier for
the single program where it isn't with an Office '07 suite upgrade (but
probably just a typo.)
To kate: If the version of Office Basic that came with your computer is
purchased, installed and activated (in other words is not a trial version)
it will be a qualifier for Publisher 2007 according to the link John posted.
