I want to use an existing jpg file as the background on a page and place text
on top of t. How do I do that?

I tried placing the jpg in background, but instead of getting one large
image, I got a whole page of small images.

Try the following steps.

Go to...Insert / Picture / From File...
Browse to the appropriate folder and
select the image you wish to use.

Now...drag the handles of the image
to the size you require. Reposition the
image with the 4-way arrow. If cropping
is required...there is a Crop button on
the Picture Toolbar

To add text...click the Text Box button
in your left pane. Drag a box where
you want the text to appear.

If this project has several pages and you
wish the same background on every page...
add the background to the Master page.
....View / Master Page...

Instead of using the "Insert Background" in the format menu, use an image of your
own. Publisher tiles the default backgrounds. On the bottom of the "Apply a
background" click "More backgrounds", picture tab, browse to a picture.

Insert the jpg file on the work area, size it to cover the page.

Place a text box on it and size it to the margins.

Type away with the text you want.

Do a Cntrl T

Now the text should be on top of the jpeg.
