User permissions

I apparently made a change in a user profile on the server management
feature on our server. Now a user does not have permissions to for
outlook. How do I setup permissions for outlook folders? Note I
deactivated and then activated this user. Could this be the issue?

Figured it out. Once I inactivated the user, I had to install the
outlook account on his pc.
