Using percentages for assignment units and leveling

When I use a percentage (like 50%) for a resource assignment associated with
a specific task the resource leveling does not allow any other tasks to be
put in that week. I am leveling on a day-by-day basis.

I create a test project with one task that uses 10% of a single resource. I
placed hard constraints on the start and end dates and also made the task of
type "fixed duration" and cleared the "effort driven" check box. My goal was
to be able to assign 4 hours per week to this task for a specified time
period.

I then created four other linked tasks for the same resource with no
constraints at all. These tasks were not scheduled in the week where the
first task was assigned even though there is 36 hours remaining to be
scheduled in the week.

What am I missing?

The basic issue you are up against is that the resource you have assigned for
the time frame in your example cannot be assigned more than 100%, and you are
trying to assign the resource for 110%, i.e., 10% or 4 hours for one task and
100% for another. If you set the Units for the secondary task(s) to 90% or
less, the tasks will be allowed to overlap when you re-level.
