using publisher to create a report card

Is there a way to create a report cardwith publisher so
that teachers can type into the spaces, but they cant
change the text?

In addition to Robin's response, you could use Publisher
to design the report card then send to Adobe Acrobat to
create the form entry fields. This would prevent teachers
from editing the text.

Alternatively you could use an Access-based solution.
In our school the teachers are moving over to an Access-based electronic
reporting system that merges into a Word document for printing, but you
could set it up equally well with Publisher.
I don't know if the teacher who designed the system has released it publicly
though.
