View project plan even though not assigned as resource

We have the need for some project plans to be viewed by all the employees in
our office building for comment. However, everybody is obviously not
assigned different tasks within the project. How do we make these plans
accessible through PWA to everybody within our resource pool without them
being assigned to tasks?
