What are these documents?

Specifically, what are \documents and settings\user\templates\winword.doc and ...winword2.doc? Can they be deleted

Open them and have a look. If they have .doc extensions
they are not integral to the operation of Word or any
other program. They are free-standing documents, that's
all. If they keep showing up there, it will be worth
taking a closer look as to why.

Be sure to scan them for viruses before opening, however, and press Shift
while opening to prevent any macros from running.
