What is the best software to publish a manual to the web?

I need to publish an employee manual in an electronic format. This format
should be easily uploadable to our company intranet at some point in the
future. Any ideas about the best software to use for this project?

You could;
Compose it in Word, output to a PDF file. You could even make it a fillable
PDF so the employee could fill it in and sign it.

thats one of many ways you could do it.
