What Office application

We have a number of offices. What Office application could I use so that I
can post our standard letters on our intranet with drop down (or other) list
so that each office can put their address in a form letter. I don't mean for
a mail merge of lots of letters at the same time, but just for individual
letters to be printed off as needed.

Thanks. I'm not sure that will solve my problem because it has to be easy for
non-computer savvy people to use. I need a drop down box where they can
select their office address, press print and go.
