What's this dialogue box

When I am in the tools, options menu, I normally right click an item to get
help associated to the item. This function does not seem to work. Why is
this?

help associated to the item. This function does not seem to work. Why is

Have you recently upgraded to Office 2003? The behavior has changed;
there is no longer a "What's This" function. Instead, click the ?
button at the top right to get a single help page that describes the
entire dialog.

In my opinion and many others', this is not an improvement.
