When I reply to some emails it is converted to question marks?

For some reason my email has just started converting my reply emails into
question marks.

This particularly happens when someone has sent me an email by logging onto
a website to access their email, or if there is an attachment from a website.

If I hit reply even though my Outlook is set to reply in HTML, it
automatically replies in plain text.

When they recieve it at their end, it should be in english with a copy of
their email below mine, but instead what they get is a paragraph of question
marks and characters and their original email has dissappeared?

Also when I check my sent box it has just replaced everything with a
paragraph of what looks like Japanese characters? This conversion does not
happen if I start a new email, or if someone sends me something in HTML.

Also if I hit reply then manually convert the message to HTML then type a
response and send, it appears to fix the problem. Why if I have my Outlook
set to HTML doesn't it do this automatically? Is there a solution for all
emails? I am using Outlook 2007 with business contact manager and doing it
manually is annoying me!

What is the encoding of the incoming message?
What is the encoding of your reply message?

I have the same problem in Outlook 2003. Sent emails are randomly encoded. I
have checked the "Encoding Options" in "International Options" and the "Auto
select encoding for outgoing messages" is ticked which I think is the default.

Can anybody help?

There seems to be a connection with the LENGTH of the email. Shorter emails
are getting through without encoding.
