When replying attachment is not included

All of a sudden when I reply to an email that had a file
or image attached to it it's not including the original
attachment with my reply.

Is anyone else having this problem or know where I go to
set it so the attachment is included with my reply?

I have go into options, when replying to message and
select "include original message text" it doesn't include
the attachment.

This is not "all of a sudden" it's always been like this. Use the Forward
button instead.
