where is publisher?

I just upgraded to Office XP, due to a system crash. Unfortunately, Publisher
is not included. Can you install it from the Office 2000 pack or is there an
upgrade available? I don't want to buy a whole new version, since I had
already paid for the 2000 version.

The only version available is Publisher 2003, which you need to pay full
price for ($99 after rebate)
