where is the drawing toolbar in microsoft word?

i need to know how to send my picture to the back...i usually know how to do
it but it doesnt seem to be coming up for pictures..

Right-click on any toolbar and choose Drawing. If you have the Standard and
Formatting toolbars displayed on two rows (so that you see all the buttons),
you should have a button on the Standard toolbar to turn the Drawing toolbar
on and off.
