Why am I not able to use the "rotate" feature?

When I past clip art into a word document, I am unable to rotate or flip the
object. When I click on the the draw button, the "key selections" are pale
gray and I unable to use them? How can I make "rotate" available?

YOu can't rotate an object that is formatted as inline with text. To
change it to floating, right-click on the object, then left-click on
Format | Layout | check the "Float over text" box (Word 97) or click on
a wrapping option other than "Inline with text" (Word 2000-2003) | OK.
