Why are pictures I insert in word obscured by text?

Frequently when I insert a picture it does not shut the text down properly
and leaves the majority of the picture obscured by the text.

In Word 2002 or 2003, click on Tools | Options | Edit |
Insert/paste pictures as: <choose an option other than "Behind
text"> | OK.
