Why can't I reset settings to Publisher with save-my-settings wiza

Why can't I reinstate settings for Publisher with save-my-settings wizard?
If anyone can answer my question, I would really appreciate it.

No. I have office 2003 on my desktop and laptop computers and I was just
trying to transfer my desktop settings onto my laptop. The settings for Word,
Excel, Powerpoint, and Outlook all worked, but not Publisher.
