Why does rows in tables not break across pages, even if selected?

The option to break rows across pages is selected, but this does not happen.
Now some pages only have two lines of text on them.

Is this a question of breaking within rows or between them? Word will not
break between rows if any of the text in the upper row is formatted as "Keep
with next." See
