Why does the "Change Working Time" wizard hang in Enterprise Resource editing?

I have Project Pro 2003 running against Project Server 2003. I have
created a couple of projects and imported the resources into the
enterprise resource pool. I am the administrator so i have all
permissions.

When i go to enter vacation time for a resource who is using the
"standard" calendar, i first go in PWA to Resources then select a
resource and hit open it in Project Pro 2003. Then i follow the
wizard for changing the resource's working time.

When i get to Step 4 of 5 it says to hit "Change Working Time", it
then hangs forever. I can't input to the application at all (even
click on it). I have 2 apps running at that point, one called
"Project1" and one called "Checked-out Enteprise Resources". To
recover from this situation i have to End task the copy of Project,
then go check back in the enterprise resource on the PWA Admin page.

Why does this happen? Note that i've been able to change nonworking
time for a resource without the wizard, but opening the resource from
the resource center in Project Pro and then right clicking to get
Resource Information,and setting the non-working days manually.
However when i do *that*, my projects never see the change (if i look
at resource information in the projects, the nonworking days do not
appear, even though the resources are enterprise resources).

I was assumign the Change Working Time wizard would help me here, but
it appears it's broken.

Any ideas? (and yes, i've de-installed and reinstalled Project Pro
2003 already and rebooted innumerable times).
