Why don't inserted pictures appear on page in Publisher XP?

When I try to insert a picture into a Publisher 2002 document, I get an empty
frame instead of the picture. I've never had a problem doing this in the past
but since I did a reinstall, this feature doesn't work. HELP!

I'm in Publisher 2003; I've followed the instructions I've found in other
posts, however I am still not seeing the graphics or pictures. I see them in
publisher, and in the web page preview, but when I publish the site to my
server and view the graphics are white boxes with the little red "x".

I did the view-pictures-detailed, it was already chosen, any other ideas?
